The washer is not getting proper water supply
Verify you have water pressure. Make sure both supply valves for hot and cold water are turned on.
If you have water pressure verify voltage to the water inlet valve with a volt meter. If it's getting the proper voltage to the water inlet valve and it's not supplying water to the washer replace the water inlet valve.
